
Who is Curt Fell?

Curt is a respected law enforcement and corrections leader with over 28 years of service, primarily at the Rock County Sheriff's Office. His experience includes 10 years at the Command Level of Leadership within the Sheriff’s Office. He currently serves as Captain of the Support Services Bureau. In this role, he is responsible for the $23 million dollar budget, Financial Operations, Sheriff's Office Records, Open Records, and Fleet Management. He also manages the Emergency Management Bureau and the Firearms Program. He leads Special Weapons and Tactics (SWAT) as the Team Commander.
Curt began his law enforcement career in May of 1992, with the Ozaukee County Sheriff's Office in Port Washington, Wisconsin, as a Deputy Sheriff. He returned to Rock County in January of 1994, as a Correctional Officer at the Rock County Sheriff's Office. He went on to serve as a Deputy Sheriff and a Sergeant before he was promoted to Captain in 2011. As Captain of the Community Corrections Bureau, he managed Huber and alternatives to incarceration diversion programs such as Electronic Monitoring, Workender, Rock County Education and Criminal Addictions Program (RECAP), and treatment courts.
With each of these roles and responsibilities, he has been tasked with developing and managing complex operations centered on efficient and fiscally conservative methods. Having been assigned to the Sheriff’s Office Training Bureau as the agency’s Training Coordinator, he has served as an agent of change for the Sheriff’s Office bringing new and innovative concepts and approaches with training and equipment. He was the first Taser Instructor and started the Sheriff’s Office Taser Training Program. He implemented the Tourniquet Program and placed life-saving emergency kits in each of the marked squads in the Sheriff’s Office fleet.
Curt grew up in Beloit and is a lifelong learner. He graduated from Beloit Memorial High School in 1988 and went on to earn a Bachelor of Science Degree in Criminal Justice from the University of Wisconsin - Milwaukee in 1992. He obtained a Master's Degree in Management from Cardinal Stritch University in 2008.
To further prepare for leadership in law enforcement and corrections, Curt completed Northwestern University's Executive Management Program in 2010. He is a 2017 graduate of the prestigious FBI National Academy - Session #267. He regularly attends professional development courses and specialized training to expand his knowledge and skills.


Curt recognizes the value of training and is a knowledgeable instructor. He is a certified Handgun & Rifle Instructor through the Wisconsin Law Enforcement Standards Board. He frequently teaches In-Service and Range training. He has served as an adjunct law enforcement instructor for Blackhawk Technical College since 2000. He has taught Accident Investigation, Radar Operations, Traffic Enforcement, Firearms, Defense and Arrest Tactics (DAAT), and SWAT. He also instructs Traffic Safety courses to the general public.
Curt is a second-generation law enforcement professional with a deep understanding of corrections, the criminal justice system, and policing. He utilizes this understanding to seek innovative solutions and improve outcomes for all involved. He is fair and sound in his decision making.
